With the newest GAMMA build I rushed through a simple loner play though to unlock and try an UNISG route again. On this UNISG play through, I ended up finding Expert tools on my third green stash, first in the northern zones (Limansk). I don’t even have the advanced tools yet and I’m about 8ish hours in. This is a common problem for me in Anomaly warfare. There have been times where I've killed over 2000 stalker and still haven't found a complete set of tools. What you can do as a last resort is add them to a trader of your choosing. I had a similar experience with advanced toolkits in the regions south of Radar, when playing GAMMA. However on my subsequent play throughs I managed to find one just around 10 hours, and even 5 on monolith. Once you learn the methods to finding them it becomes much much easier. Yoo i found mine a few days ago in radar aswell, They were such a pain to get.
